What exactly do you need to know?

ULX / ULib are addons. You install them just like you would any other addons.. If there is something more specific you need to know.. be more specific with your question.

Never Mind. I got it to work :) but now i have 1 problem how do i enable weapons on my server im owner and i click on a weapon and it says " Sorry You Can't Use this." how do i fix that i want all the players to use the weapons  :P HELP!!

Restricting weapons is not a feature of ULX. If you are not allowed to use Weapons it is being caused by some other addon or if you are trying to spawn an admin only weapon but you aren't an admin, it will not let you.
