So when there's a disruption, I cannot type the ulx commands.  Instead, I have to go through !menu  and it takes longer,

It says (In the chat box)  You are not allowed to access this command.  I am superadmin.

People also get things like You are not allowed to spawn this entity!  (E.G when using Durgzmod.) 

I reinstalled multiple times, I have ulib and ulx and no other admin mods, , the only addons are Punisher, Rape Swep, Durgz, and youtube player.  I don't have ulx addons or anything.

1 Did you delete the ulib folder from both garrysmod/data   and   garrysmod/addons   folders?
2 Are you running other admin mods on the same account eg* assmod, exsto, sourcemod, Evolve, frosty?

This info would be a good start for getting assistance.

Edit: I see well I wish I could be more help but I'm pretty new to this as well... The only other thing I could think of is that the group handle isn't matching your client settings... if this is the case it'll work on your actual gmod account's folder but not severfolder.

The menu uses ULX commands to do its work. I don't see how you could use one and not the other. Can you give us the console output from trying to use a command?

What command did you run that gave you that error?
Most likely, you have a conflicting addon or gamemode function preventing ULX from even seeing an admin command.
The grey on gold background error you see is NOT from ULX. (Unless Megiddo/Stick changed error messages, but, reasonably sure they didn't)

If you go into User management in XGUI, can you modify groups?

No error is red... I just highlighted it.

Yah that's not a ULX error. Try removing all addons but ULib/ULX and seeing if it still has the error.
