Title: Perma ban if votebanned 3 times

I believe this is where this should go. I recently set up voteban (for an hour) permissions on my site for regulars (which are specifically added by admins, not automated) and would like to know if it's possible to set it up so anyone who's been votebanned 3 times, is banned permanently.

Is it possible with verbatim ULX? No. Neither do we plan on implementing such a feature.

Is it possible with some minor modifications? Yes. You would need to keep track of how many times someone has been votebanned, decided if you want a cooldown (eg, if I get votebanned three times over the period of three years, am I still banned?), then have a branch in logic when the conditions are met.
