i have had problems with people abusing this to annoy admins to high heavens probably is not that hard to add support as well

but should users be able to use it for correct uses like reporting people doing things stupid eg: greefing with out alerting the Grefer of the user reporting them to admins?

They can always use psay to an admin

Indeed.
"Asay" was never meant as a means for non-privileged users to communicate with Admins.
It's a carry over from IRC (internet relay chat) days allowing operators to talk to each other while monitoring the chat areas they were moderating.
