I wanted to know how to make donators have 50 props, admins have 100 and superadmins have 100.
I want moderators to have 70 props, and I can't use anything that deals with svn because I don't host a
dedicated server, I rent one. I would like to know what code I need to use. Please Help

Bobcat, several releases within our forum 'releases' area allow for adjusting prop limits by group.
URS and UNoLimited are two I can think of.
Both have 'new Gmod' 'fixes/ports' in later pages of both threads (as both were releases before Gmod13)
Both have configuration and much discussion of how to change in either one.
Read them.
In relation to SVN, SVN has NOTHING to do with having a server.
It has everything to do with a way to obtain files (not all releases use SVN).
You could have a single player game and may still need to use SVN to get some mods for it.
(Some mod communities only use SVN for code sharing)
