So I just made a server and I want some custom sounds on it. I did the whole fastdl setup and put the custom sounds in the garrysmod/sounds/ folder AND i tried the garrysmod/sounds/garrysmod/ folder but when i join my server it doesn't download my sounds. I try to play the sound with the ulx admin mod playsound command and it says it plays the sound, but i cant hear anything.
It turns out that when i joined my server it said one of my files that is about 3 seconds long and 1144 kb is downloading, but the other one that is about 20 seconds long a 3.60 mb didnt download, it just went to sending client info. When I press playsound and type in the sound name of the 3 second one, I can hear it and it works fine, but when i type in the 20 second one it says it plays but I cant hear anything. I'm assuming you're not using a download url; if you don't know what this means, and you are hosting the server yourself, you aren't using it. Try setting "net_maxfilesisze" to 64 and try again. If that doesn't work, let us know and we'll debug with you further.

Not sure if this relates to this, but Garry stuffed up FastDL recently so yeah..
