If you're using the default motd file with ULX, you should set it to "ulx_motd.txt".

Why not just disable it if you don't know what to put in it?

Using the config file in server_gmod/data/ulx or using the XGUI menu as described above;
"motdfile" "http://url"

Really.
Cvar's are are server 101.
ULX or no ULX, it shouldn't take this long to explain.

Christ. I'll help you guys out.

attacker, you need to find your /orangebox/garrysmod/data/ulx/config.txt
and open that, find the line that reads "motdfile ulx_motd.txt" and change it to read "motdfile monstergaming.your-talk.com"

There.

But, I have to say JamminR, I believe that the HTML functions are broken at the moment, as I am having the same issue.

Also, could someone for the love of god change my username, as I made this account eons ago. (Change it to drake90001, PLEASE.)
