How would I make a menu like !website, !staffapps. Stuff like that. ??

You would need to code it yourself, there's no direct support for such things in ULX.

You can make your own ULX commands appear in thier own page...see the TTT commands release by bender180 and skillz for how they did it if you need code examples.
