Title: Blacklisting? (Tools, Weapons etc)

So on an RP server Admins/Mods could blacklist things like Physgun access, weapons, tools, etc. But the only thing, is you could blacklist it from specific players, as opposed to URS (Which is useful), which only affects groups.

Just curious if there was anything like that for Ulx..
