Title: How to get a ULX command to open to a webpage.

Hello, wondering if there was anyway I can get a ULX command, to open a webpage? A player can say !addons and go straight to the steam workshop collection ID.

Not in default ULX, no.
You could teach yourself lua if you don't know it already and find/copy/modify ULX's motd command to do it though.
