Title: Echo?

Hello,

I have a quick question about echoes.  On my server when I do a command, it will show on everyone in the rank of moderator and below as '(someone) ...' How can I change it so that everyone can see who executed this command?  I need this because I don't want my moderators thinking that they can get sneaky when doing some commands.  I think it is a permission? Not too sure, I was testing it but couldn't find the right one. 

Also, whilst I'm here, when I do a (SILENT) command, can only people with the 'see hidden echoes' see this in chat?
