Title: TTT group voice limit.

How do you limit users chat time. and then limit certain groups so that their chat time is longer?
i think i have to mess with cl_voice but im not sure.

I think you can make it so admins have unlimited voice battery.

There are TTT convars (http://ttt.badking.net/config-and-commands/convars#TOC-Voicechat-battery) that differs between admins and above, and normal players.
Although for other groups, you would have to manually add them to cl_voice.lua, inside "GetDrainRate".

i just made else if statements for each group under the GetDrainRate

However, you asking that particular question makes no sense at all.
