Title: Give noclip to rank, but stop them giving it.

I have an issue I wanted to check in on.

I give the admin rank the ulx noclip option, however they can give other players noclip too, how can I stop this?

ULX is latest and I only have the darkrp ULX commands module from facepunch running.
