Title: Votekick can_target

Hello, dear ULX community!

So I have been having some trouble configuring the can_target in ULX.
I want it so, only users can votekick users. Right now users can votekick any target, regardless of their group.

My debuginfo is in the attachments.

As every other group usually inherits user, which means users targeting other groups which % will allow to target them too, you probably want to use #user instead of %user.
# will give specific, like 'only this group, not inheriting this group'
(And to be honest, my experience level of knowing my own team project at this point is where I fail the most)

I shall test it out later on, and let you know if it works.
To be honest, this stuff with can_target and % or # really confused me, so thanks for the help! ;)
