It should.
You'd need to know the exact 'virtual' path though.
Example - Your addon/GMA uses its path as sounds/SuperAddon/sound.wav
You'd use "ulx playsound SuperAddon/sound.wav"

Well I asked because I was planning to add some sounds to my server via the workshop.

I can confirm that Workshop added resources (sounds included) function just like any other resource. You can use them with ulx playsound or any other play sound function.
