Hi, I have been scouring your forums for information on this issue I have been having.
I have recently started a DarkRP server and have created groups in my ulx menu.
Whenever I create these groups superadmin is the only one who can noclip and such.
These are my groups I want:
Owner
Co-Owner
Head Admin
Ultra Admin
Super Admin
Admin
Moderator
Donator
User
If somebody could tell me how to set all the targeting and get all the permissions worked out it would be greatly apprectiated.

I'd recommend just having a superadmin group for the owners or those 'head ultra mega super 1337 admins', since you can trust them I suppose?
If not use the admin group and assign them permissions. There is absolutley no need for you to have multiple groups OVER super admin.

He's right.
'superadmin' is considered a root or all-access group by gmod.
While ULX will function properly with your custom above-superadmin groups, we can make no guarantee that you will not experience issues with other addons or gamemodes.

As for permissions. The way I do it is to start at the lowest group and assign all permissions you want them (and all higher) to have. When you have a group inherit another group they receive all permissions from that group. Then just work your way up the chain.
Example:
user - assign all permissions you want EVERYONE to have.
donator - inherit user, assign permissions you want donators and above to have.
moderator - inherit donator, assign permissions you want moderators and above to have.
etc.
etc.
