Title: Normal Users Can't Chat

Hello,
I am using ULX on my local (soon to be public) TTT server. However, for some reason, normal non-ranking users can't chat in normal chat. The can talk in team chat, but not normal chat. Yet, all mods can talk. Idk if this is ULX, but I think it may have to do with ULX permissions, but I don't know how to fix this.

This is definitely not something ULX is causing.
You'll need to figure out which addon you are using that is causing this. I don't think TTT would do it either. Try removing some other mods until the functionality is restored.

Though this FAQ (http://forums.ulyssesmod.net/index.php/topic,3297.0.html) mentions sandbox specifically, perhaps there's a config setting affecting you too.

EDIT - and now that I review, that command is for voice I think.
However, if it's not a bad conflicting addon that grabs the chat hooks, there's likely a config convar for it.
