How do I ban a Steam ID without going in-game or using the web console?

I think you can by typing it in the data files, but if you screw it up, it doesn't end well for anyone.
Play it safe and do it in a console.

Look into using am rcon application like HLSW.

Updating the data file manually will not work because it's loaded into memory.
