Hello i have a REALLY big problem because when i try to manage permissions on my server i cant see anything!

(Yes i checked perms and i have ALL)

What ULX plugins do you have installed?

We have MoreULX but i tried getting rid of it and that did not work. i also tried to reinstall it but that did not work either (it wouldent reinstall) everyone els on the server is not having ANY troubles

If it is just you having the issues and no one else, make sure you don't have a local copy of ULX or ULib installed in your addons folder. I don't know if they would interact and cause problems, but it might. Also, make sure you have cl_allowdownload set to 1 so that you can download the client files from the server.
If All of that failes, on YOUR client (assuming its just you having issues) remove your:
garrysmod\cache
garrysmod\download
garrysmod\downloads
folders. Restart GMod and rejoin the server to get fresh copies of all the client lua files.

now deleting those files will that mess up my game or will it reinstall and do i just delete it like normal?

Won't hurt your game, will just require Gmod to re-download any item you've ever gotten from a server already while connecting.
(Lua code, sounds, etc..all the stuff that happens automatically anyway)
