Title: Reinstall of ULX/ULIB without losing ranks?

Just like the title says is there a way to do a clean install of ulx/ulib without losing all the ranks I made?

Unless you've touched folders/files that state specifically not to, all config/user/group data are stored in your servers \data folder.
If you remove/replace your addons\ulib and addons\ulx, you've re-installed without touching data.
