Title: Ranks missing

When I installed ulx superadmin wasnt a rank so I created it but is this normal and how do I add permissions to my group?

No, it's not normal.
"superadmin" is a default rank in Gmod, and ULX adds permissions to it on it's own, along with admin, that superadmin inherits, then operator, that both inherit.
Operator doesn't have much, it's more like a "example" custom group for ULX.
From server console, use "ulx resettodefaults", and then make sure you have latest ULib and ULX from https://github.com/Nayruden/Ulysses (https://github.com/Nayruden/Ulysses) and then make sure you follow instructions for adding self as superadmin (http://forums.ulyssesmod.net/index.php/topic,5766.0.html) (if using non-listen server).
Remember, case sensitive. superadmin not Superadmin.

Ok I did that command but there is like no permissions for me to make groups/edit groups.

Delete your ULX in addons then

If it persists, then delete the ulx & ulib in the data folders as well then reinstall.

Sounds like you have some conflicting addon or gamemode (or, your not actually checking every step like mentioned).
DarkRP? Disable Fadmin and try again.
