Whenever I input ULX into my folder, I (or any player) was not able to spawn props, the Q menu would be there but when I clicked a prop, it did not spawn. When I removed ULX, it worked again, what is causing this issue and how can I fix this? I read a topic on this but still did not understand how to fix it

ULib library and ULX by themselves have no control over prop spawning.
What errors are you getting in console (server likely, possibly client) when you try to spawn a prop?
Where did you get ULib and ULX? We currently recommend our SVN / github site.
When you say "placed in folder"... what folder?
Did you follow instruction in the ulx_readme.txt file on how to make yourself superadmin?

I moved my ULX and ULib into my garrysmod/addons folder for my server and I did not receive any errors in console. I got ULX and ULib off of your downloads page on your website (not the SVN version since it just takes me to a 404 page) and yes I have read the text file but still no results.

Please try the zip file from https://github.com/Nayruden/Ulysses/
There are more than just ULib and ULX within, only upload Ulib and ULX at this time.
I'm still not sure that will fix it for you.
It really sounds like you have another addon that bases restrictions based on group access.
ULX doesn't control prop spawning.

Ok, for now I will remove all addons that have to do with ULX and I will download your version and post back the results
