is it possible to do ulx adduserid "SteamID" user? i have tried it many times but it doesn't work.

ulx removeuserid <SteamID> does the same thing.

Why?
All people who join are 'user' in gmod by default.
What purpose do you need with adding them to a group they should already be a member of?

If you're just trying to reset them to default user rank (AKA removing them from their current group) just use
ulx removeuserid <SteamID>
