Title: Groups can target higher ups?

I have my user groups all set up on my server but i couldn't figure out how to make it so a group can target their own group and those below, right now all groups can target people in higher ups so if i had an Admin they can target Admins and below but not Owner or Headadmins i don't know if its a issue with inheritance or targeting how would i go about making this happen?Any help would be much appreciated.
