Okay, so, I made a group higher than "superadmin" but, when I disable all it's usermanagment commands, it makes it so that I can't change what the groups are allowed to do. When I do the console command for example, ulx groupallow owner groupallow , it does not work, nothing is updated. Please help me, I am in need of desperate help. Thanks.

Not make a group higher than superadmin!
It's terrible practice, and causes more trouble than it's worth.

Desire, considering I've tweaked inheritances for quite some time, I can help you out.
But as Bytewave said, if you don't want a certain command allowed in a group, then don't have that group inherit from a group WHO IS allowed to use that command.
In any event, if you have an org chart, or a layout of what ranks you'd like to have, and who is higher than who, I can help you out from there in fixing which commands are assigned to groups.
