Title: ULX breaks every time when I restart the server

So the menu acts like I'm a regular user, while I'm a SuperAdmin, it won't let me access options like fun, or ban people, except if I do those in chat, like !noclip , etc..

How do I fix this?

type "ulx who" in your in-game console to confirm you're ACTUALLY in the superadmin group.
If you're not, add yourself to the group through RCON (if you use it) or your file browser. See here (http://forums.ulyssesmod.net/index.php/topic,5766.0.html) for help on adding yourself.
If it keeps putting you back into user, then reinstall the latest version of ULX and ULib.
