it would create a reporting system with "!report" that opens a window

For TTT, prop hunt, sandbox, all of them, or what? more info.
What do you want it to do, open a report window that allows you to report a player for killing, or cheating to an admin? to ulx? or what?

For sandbox and report will send to admins and moderator

Well, I don't know if this is exactly what you're looking for (it doesn't seem to have ULX integration), but I found this (http://facepunch.com/showthread.php?t=1408668) in the Facepunch releases.

EDIT: Derp, yes it does have ULX support.
