Title: How to make certain ulx ranks be able to pick up props

I wanted to know which one of the ULX default ranks had access to pick up and delete other players props

I also wanted to know how I could make a certain rank pick up and delete other players props

ULX has nothing to do with prop protection.
You'd have to go ask at the support community of whatever prop protection your using, and then ask how to add to lower groups.
