Does anyone know how to add permissions to groups from the server console?

I need to know how to add the command "ulx groupallow" To "owner" from my server console!! I by accident removed that from owner and now i cant do anything until I add that permission to owner again through console!

I tried doing "ulx groupallow owner groupallow yes" in console but it didn't do anything!
