So ever since the Garry's Mod update on 9/11/15 ulx hasn't been working on my server. We can't go in the !menu and the Utime is not showing either. I am just wondering if there is a way to fix it or when the next update is coming out.

I'm sure we would have had many more error reports regarding ULX if it weren't working since 9/11/15.
Though yours may not indeed be working, reasonably sure most likely still are and it is not a direct fault of our latest available code.
First and foremost, are you using our latest code from Github for Ulib, ulx and UTime?
It's updated almost monthly if not more (last ulx update was 26 days ago as of this posting)
What error are you getting in game and server console?
Can you use ulx menu command from game console?
What errors are occurring in console for UTime?

Pretty sure they do keep the latest updates available and clearly printed on the site. (http://i.imgur.com/ap7nb7l.png)
That's an error that appears to occur due to modified code. ULX should run perfectly fine in production; the latest SVN branch runs perfectly fine for me on my server.
Perhaps try a reinstall from the GitHub repository (https://github.com/Nayruden/Ulysses/)?

Indeed, we even have a link at the top of the forums that says 'homepage' that, though not directly to the downloads page, does take you to our site which Bytewave's image indicates the download tab of.
