So, I'm very use to just inheriting groups that I make like co-owner and head admin from super admin so they can automatically white-list and blacklist props threw Falco's prop protection. Now (I'm assuming due to resent ULX updates) any group that I attempt to make inherent from super admin (the group I use as owner) doesn't have access to any of these commands no matter what I do after I'm done setting up the said groups targeting as usual. For instance:

superadmin - inheriting from co-owner
co-owner - inheriting from headadmin
headadmin - inheriting from admin
admin - inheriting from moderator
moderator - inheriting from trialmoderator
trialmoderator - inheriting from user
I really don't know how to fix this, please help.

You claim to have your groups inheriting from superadmin, but in your example none of your groups inherit from superadmin. This is likely not due to a ULX update, but simply your group configuration.
Could you post your groups.txt file? (found in garrysmod/data/ulib/groups.txt)

Why make a new rank for owner? I don't understand why people do this lol.
Superadmin has default root access. Any command you have added/do add will be able to be used by superadmin.

The problem here is that the superadmin rank should inherit from admin, any other high-ranking ranks should inherit from superadmin, as it has the most access.
For the owner rank, I just made a new group which inherits from superadmin, gives me all access just fine, for co-owner, make it inherit from superadmin too.
for the Super Admin rank, just assign a team named "Super Admin" to the superadmin rank. If you want an admin less powerful than a superadmin or admin, just make one inherit from admin and then give that rank more access. It's also a good habit to set what a rank can target. I hope this makes sense :P
tl;dr
Don't make new ranks that more powerful ranks inherit from; this may only do the opposite and weaken the rank. Always make powerful ranks inherit from superadmin. The default ranks should be kept at default inheritance. Also, never delete the superadmin rank, when I first installed ULX I deleted it accidentally
