So Got help to fix a problem before this where I ended up having to reset all of the default settings on this server and my other server. the other server let me add groups just fine and when i went to add a owner group it adds the group it just does not update it when i change the "inherits from" setting, and it pops up the error below into the server console, And another thing is whenever I restart my server it adds another group called no-access.
any help would be greatly appreciated. Thanks A Ton.

Your ULX/ULib is very old. Please update.

Additionally, the error you're getting starts with Fadmin, not ULX.
Make sure that you not only update to a latest release of ULib and ULX from http://ulyssesmod.net/downloads.php , but make sure you're running latest DarkRP code for the gamemode.
