IS there any command in ulx that allows you to add shops that can dispence entities with !addshop command or !editshop?

Not in default ULX, no.
Google search finds several, including a scriptfodder pointshop addons that seems to work with ULX.

Not pointshop I am looking for something on starwars rp sevrer like this just a simple shop you can use!

Our answer is still the same for this part of the forum.
ULX doesn't include any shop commands.
You'll have to write/find/buy an addon.
