Hello,
I am trying to find the file that has 'You do not have access to this command', I would like to change it to say something else. Does anyone know where this file is?

The GitHub repositories for both ULX (https://github.com/TeamUlysses/ulx) and ULib (https://github.com/TeamUlysses/ulib) have search boxes that you can use to search the code. While GitHub's search isn't the best, it's always worth a check. Searching for "You do not have access to this command" in the ULib repository returns multiple results (https://github.com/TeamUlysses/ulib/search?utf8=%E2%9C%93&q=You+do+not+have+access+to+this+command), but I think the first result (https://github.com/TeamUlysses/ulib/blob/81044e2a65790d264a45e9bbc54cbe1cb615b64c/lua/ulib/server/concommand.lua#L59) is what you're looking for.
