i noticed these snuck into most recent version
they arent my groups.txt afaik for some reason, nor in manage permissions in xgui
do i just add them to the group.txt same as anything else?

I dont know for sure, but from what I know it just gives admins a GUI for banning.
Also, they've been there for a while now

Like iViscosity said, they've been around for quite a while (for at least a year, as that's when https://github.com/TeamUlysses/ulx/blob/0db8007ceb4a49e22c2bb191d1e16d423851f21e/lua/ulx/xgui/server/sv_bans.lua was last committed to). !xban just brings up a menu to choose the reason and time, instead of entering it in the chat. !fban is similar except that it also freezes the player. They are both given to anyone who has access to ulx ban, so there's no need to add any special permissions. They don't appear in the groups.txt or xgui because they don't have their own permissions, just piggyback off of ulx ban.

They're not official ULX commands, but rather XGUI commands that have chat equivalents. They've been there even since XGUI was integrated with ULX about 5 years ago. :P
But yes, if you have access to "ulx ban", you'll have these 'helper' commands. The most useful case for this is to immediately freeze a troublesome player and give you the option to enter ban reason and duration, rather than banning first, filling in details later., e.g. '!fban stickly'
