how do i remove this addon? I used it and then decided to remove it, so i deleted all the files but people can still set their own spawn??

Are you absolutely certain you removed the "ulx set spawn" folder from your 'server' /addons folder?
Did you restart your server afterwards?

Not with this addon.
It's meant for individual players to set their own spawnpoint.
