Trying to find a !rules command

I played on a server way back in the day and they had a command called !rules. You could even do !rules (playername) and a very simple and transparent list of rules would pop up. I'm making a server now and wondering if anyone knows where to get that. I highly doubt it was a custom addon the owner made as I knew him and he didn't know how to make addons.

Something else that might be useful is the ability to just create a custom menu without knowing a ton of coding. Maybe an addon that allows easy custom menu creation.
