(Gmod9) Commands don't work

I'm using ULib-v1_2, and ULX-v2_21 in Gmod 9.

I have successfully installed the software, and I can assign admins ok, and I can access the client menu from the console in the game. But the problem is that when I try to ban someone or kick someone, it says that I had banned or kicked them, but they have not left the game. I really have no idea what to do. I've read through all the readme files in the ulx and ulib, and have found nothing. I'm sure I missed something, somewhere.

I'm a noob at this kind of stuff, and I've never tried to do something like this before, so forgive me if it is something simple.

(Wow, I forgot just how quickly Gmod9 loads)
I just tried starting a Listen server in Gmod9. It wouldn't start. Locked no matter what map I tried.
In Singleplayer mode, I can't kick myself, though blind did work.
I have my immunity flag on, but not sure if this is why it didn't work. I didn't have other players to test on.
No errors in my console.

Sorry Borgslayer, we no longer support Gm9. I've forgotten more GM9 Lua than I've learned from Gm10, and I've learned much.
If some error showed up in my console, I might look into it. Unfortunately, there isn't. I'm not going to to remind myself how to add debug code for it.
It's possible that somethng has changed in Source that might be preventing our code from working as well as it once did.
Unlikely, but possible.

If you do figure out what's not working, I'd be interested in hearing it just for old times sake.
