Not quite sure what it is you are asking, sorry.

Why not upgrade your ULX, I believe it is much easier to use for users and admins... Plus, we can help you better with it as it is more fresh in our minds! =)

Because he's running Gmod 9? =)
He'll have to search our archives. We've answered that question many times over the Gmod 9 years, and we no longer provide much (if any) support for ULX versions of that age.

No biggie.
Just a tip for the future (and posted on our download pages), anything prior to ULX 3 or ULib 2 were written for prior versions of Gmod.
Though not intentional, we pretty much have increased the version 'major' number (major.xx) for every big Gmod rewrite/version change.
Garry's thrown some big curves at us over the past two to three years.

does this mean to be expecting a ULX4 coming out soon? or is the new GMod update not that big?

I'm still oblivious to the hugeness/smallness of the upcoming update.

Majority of the Lua commands/functionality hasn't changed from Gm10 to the new GM2007.
Gmod 9 to Gmod 10 was the biggest change to date.
Though there will be some changes for the next Gmod, I don't expect a ULX version 4 for it.
