Problem adding admins

I have problems adding admins to my users.txt. I have read the Admin article on wiki like 3 times, I have checked the Steam ID not 2 times but 4 times. And still can't get it worked. Something is very very weird, I have added my friends to the adminlist and they are successfully are admin. I have tried different things but I just can't get it worked for me. The server say You not have access to that command when I type ; ulx debuginfo. I have restarted my server after changing stuff.

Nothing seems to work, What now ?
I'm so desperate ...

Use ulx debuginfo in the server console while connected.

I have already tried, but it says the whole time; "You don't have access to this command, [GU]peter99" and yes im logged in at rcon

[UPDATE] The problem seems to be disappeared, I don't know how because I was at a friend's house. but I'm admin!

My problem hasnt dissappeared, EVERYTHING i say is "you dont have access to this command Bam"

SERVER console has no name but 'Console'
If it told you that error, then you weren't running it from server console.
rcon_password <password>
rcon ulx debuginfo
Server console will spit out where the debug file is. Game console may not.
