Allowing STools for use on world props with UPS.

I currently use UPS on my dedicated server, and I would like to allow the wire and wire advanced tool to be used on world props by anyone.

I have looked through the code myself, but everything I have tryed has not worked!

Sorry to bother you with this, it's my last resort..  :(


P.S. I'm using the SVN versions of ULX, ULib and UPS.

sh_defines.lua contains the white lists for moving and deleting. Add to those.
