Can't get alot of things to work, like Menu, using SVN

I am using the current SVN versions of ulx and ulib, ulx revision 27. i don't know how to get the ulib version though.

This server is running ULib version 2.30.

I have used ULX before and it has always worked very well and easy to use. Now everything is totally screwed up and searching I see almost everyone is having these problems, I can only wonder why. I just installed a fresh dedicated server and put some addons in it:

I added myself as the superadmin in the console using "ulx adduser RadGH superadmin", however using commands like !slap say I do not have access. The users.txt constantly resets my group to "user", and does not reflect changes unless I rejoin which then changes me back to a user...

I tried simple debugging, I removed all of the ULX and Ulib folders in both addons and data folders for both client and server, and downloaded the SVN to the server only. No help there.

What happened? Is this from a GMOD update? (I haven't played gmod since mid '08). GMod updates always break things though...

Is there any known solution? Reading these other topics, apparently you guys HATE HATE HATE people asking about the broken !menu command and yet I don't see bright red letters on the front page saying "DOWNLOAD THIS FILE TO FIX".

As for the menu, its still broken for me, and I have received no help or instructions on how to trouble shoot the !adminmenu problem.
