!menu problem and adding users to admin problem

Whenever I type in !menu to view the admin menu I get this:

Whenever I open the srcds cmd and type
ulx adduser "[WDZ] Bloody Reign" superdamin i get this:

[addons\ulib\lua\ulib\server\ucl.lua:246] attempt to index local 'users' <a nil value

Also If I want to change server name what do I do?
