I've never used operator, since I create all my own custom groups and remove the defaults, but just know there is nothing higher (by default) than a Super Admin, directly under Super Admin is the regular Admin.

Add yourself to Super Admin to begin with, then in XGUI, go to the groups tab and edit all your groups and their permissions there.

Operator is kind of like a VIP so to speak.  They have slightly better privileges then regular users.  As krooks said, you can just customize it all to your liking with the XGUI groups tab/module.
