Can't Change map or gamemode.

I am trying to get ULX 3.53 to work for my Gmod server. I added myself as a super admin but i cannot "Force changelevel to this map". The only option i have is to "Vote to play this map!". Also, i do not see any Gamemodes in the Gamemode dropdown. I added Dark RP. i have already tired to reinstall ulx and ULib.
