how about restricts

why not add restriction so admins can make restricted tools, weapons and entities that will be fantastic  :)
(ex: restrict user,admin, etc. from spawning that weapon, tool or entitie)

ULX can not do that by default, however there is a mod.. i believe it's called URestrict. Take a look around in the releases subsection of the forums.

I think URestrict is not developed any more and it might have bugs. If I were you I'd go with URS since it has more functionality than URestrict and is generally easier to use and more user-friendly in my opinion. You should be able to find it in the releases section.
