Cant Find Users.ini

I cant find it so I cant set-up users.  Also, when the menu pops up I cant do anything (probably because I cant set users)  Lol.  Help will be appreciated!

Also, Im running the ULX for GMOD 10 and a dedicated server that im running on meh PC.  Its for Gmod 10 (duh)

In GM10 it is now users.txt, and it's in the data directory.
