is there any option to make admins or superadmins immune against kicks?

Not truly correct. Using 'kick' from a server console. Not possible to prevent.
Using ULX kick, Syn's answer is correct.

Why would you need to code that yourself?
You can set can_target on a per-command basis as well as a per-group basis.
