Is there a way I can do userallow for all ulx commands WITHOUT adding that player to a group? I don't want to do a userallow for all ulx commands by typing every single ulx command. I tried ulx * but that doesnt work. Again, I don't want them in a group, just to have access to the commands.

Have user inherit superadmin. Every person who joins a server is 'user'.
Ghastly idea if you ask me, but, to each their own. Chaos server.
If it's not private, I don't see it lasting but a few minutes until some troublemaker uses rcon or ban all or removes superadmin or admin group.
If it is private, well, I imagine maybe a few minutes longer.

No I only want one specific user to have the access, not everyone. So i guess I have to do a userallow on that person and type in every ulx command individually? My question was how I give all ulx commands to one user without typing in every command I want to give them access to but while leaving their group as "user".

Ah ok. If using console, yes, you'd have to type them all.
XGUI would probably be quicker to adjust a single player (other than creating just one group that inherits superadmin to place that player in, which you don't want to do)
