If you don't understand the folder structure in our readme, then how do you expect us to tell you how to install it?
It doesn't get (much) simpler than what we explained in the readme.

You find you're root garrysmod server folder. You extract all the folders/files from ULib-v1_2.zip into that folder.
When done, folder paths should look like those in the Ulib_readme.
You find you're root garrysmod server folder. You extract all the folders/files from ulx-v2_21.zip into that folder.
When done, folder paths should look like those in the ULX_readme.

If you don't understand all that, then you have more challenge with Windows (or ANY operating system) than just knowing how to install ULX.
Please learn basic operating system folder structure. It's beyond our scope.
